Coastal communities preparing for climate changes?

Are coastal communities taking any steps to prepare for climate challenges (rising sea levels, storms, droughts, protecting eco-systems, changing population)?
Boston's had a plan since 2014 https://www.boston.gov/departments/environment/boston-climate-action Our small town just north has implemented beach hardening, building code changes, and draining/floodgate projects. Action enough? Probably not.

In NYC there's the East Side Coastal Resiliency Construction in which the East River Park will be razed and rebuilt on eight feet of soil.
