The flag shown is the MIKE flag. When I was at USN OCS my company was OSCAR Company. The OSCAR flag flown alone is the universal symbol for a "man overboard."
When the swallow tailed red BRAVO flag is flown alone, it means the ship is taking on fuel or other hazardous & flammable cargo. That means no smoking anywhere on the ship.
